stunnel bug fix update
Description
Stunnel is a wrapper for network connections. It can be used to tunnel an unencrypted network connection over an encrypted connection (encrypted using SSL or TLS) or to provide an encrypted means of connecting to services that do not natively support encryption.
Bug Fix(es):
* stunnel service using stunnel-5.71-2 fails to start and consuming more CPU on Rocky Linux 8.10 (JIRA:Rocky Linux-46411)
* stunnel-5.71-2 fails to start with "No trusted certificates found" if CAfile bundle is in extended file format (JIRA:Rocky Linux-50154)
